Operator Direct, Issue 1, October 2026: industry news, compliance updates and market benchmarks for Australian coach and bus operators

Operator Direct, Issue 1, October 2026. Industry news, compliance updates and market benchmarks for Australian coach and bus operators.

Issue 1  ·  All states and territories  ·  Prices exclude GST and tolls

Welcome to the first issue of Operator Direct, our monthly national briefing for Australian coach and bus operators in the CoachHire.com.au supplier network. This month brings two major national reforms, the opening of Sydney’s second airport, a new way for your drivers to confirm jobs, and the benchmarks you need to plan for the summer peak.

Section 1  ·  Industry News

Western Sydney International Opens 25 October

A coach arriving at a new airport terminal for group transfers

Sydney’s second airport takes its first passenger flights on Sunday 25 October. Jetstar flies first to the Gold Coast, and Air New Zealand’s first international flight to Auckland follows the next day.

The ground transport picture is already filling up:

  • Super Shuttle WSI, run by NSBC Group under a five year deal, links the airport with Parramatta, the Sydney CBD and Sydney Airport. Launch fares start at $25 to Parramatta, $55 to the city and $65 to Sydney Airport.
  • WSI Link is a free electric bus from St Marys Station every 30 minutes while Sydney Metro is built.
  • New local routes 772, 790, 825, 845 and 860 connect Mount Druitt, Penrith, Liverpool and Campbelltown to the airport.

What it means for you: scheduled services cover individual travellers. Groups, crews, conferences and tour arrivals still need private transfers. If you’re based in Western Sydney, make sure your vehicles are listed for airport work.

Kinetic completes its takeover of Dysons

Kinetic took over Dysons on 2 October, ending 74 years of family ownership. Dysons runs more than 625 buses and coaches from 12 depots across Victoria and NSW, with over 1,200 staff. It is also rolling out 168 electric buses under Melbourne’s zero emission franchise.

What it means for you: consolidation among the big route operators often leaves charter and school work behind. Independents in Melbourne’s north and regional Victoria may see new opportunities.

New bus deliveries hold steady

Australasian Bus & Coach recorded 143 bus and coach deliveries in September, slightly below recent months. It is still a high figure for what has been a busy year.

More route services in Melbourne and Adelaide

New timetables on 36 Melbourne routes from 4 October add 373 weekly services, and Adelaide Metro is adding nearly 150 weekly services across the Adelaide Hills. More route work means tighter driver supply, so lock in your summer roster early.

Section 2  ·  Compliance Briefing

Two National Reforms Are Now Live

Both reforms are now in force, and the HVNL changes applied from day one with no grace period. Check your policies and paperwork this month.

Disability Transport Standards: reforms in force from 13 October 2026

This is the first major overhaul of the Disability Standards for Accessible Public Transport since 2002, and bus operators are named in scope.

What has changed:

  • New staff training requirements
  • New obligations to share accessibility information
  • New and stricter design rules for vehicles, premises and infrastructure

When it applies:

Some rules started on 13 October. Others have 5 or 10 year deadlines, and others apply only when you buy a new vehicle or substantially upgrade an existing one. The 2024 reform package includes onboard next stop information in audio and visual form, and edge barriers on portable boarding ramps.

What to do this month

  • Work out which of your services count as public transport, such as route, school and rail replacement work.
  • Read the updated Transport Standards Guidelines on the Department of Infrastructure website.
  • Check that every new vehicle you have on order meets the amended standards.
  • Plan driver training to cover the new requirements.

Heavy Vehicle National Law: amended law live since 1 August 2026

The NHVR calls this the biggest heavy vehicle law reform in more than a decade, and there was no grace period. It applies everywhere except WA and the NT, which have their own laws.

What has changed for bus and coach operators:

Before 1 August Now
“Unfit to drive” meant fatigue only, for vehicles over 12 t “Unfit to drive” now covers fatigue, alcohol, drugs and other impairment, for every heavy vehicle over 4.5 t
NHVAS accreditation The new Heavy Vehicle Accreditation (HVA) scheme, audited against your whole Safety Management System
BFM and AFM fatigue schemes Replaced by Alternative Compliance Accreditation (ACA)
Drivers had no express right to refuse Drivers can legally refuse to drive when unfit

What to do this month

  • Update your fatigue and fitness to drive policy to cover the wider duty.
  • Brief drivers on their new right to refuse, and on how to report being unfit.
  • If you held NHVAS, BFM or AFM, check your transition steps on the NHVR’s NHVAS to HVA page.
  • Watch the NHVR’s free Fatigue and Fitness to Drive session with your schedulers.

State alcohol rules on charters

With the “unfit to drive” duty now covering alcohol, it is a good time for a refresher on what each state allows on board.

States Rule on charters
NSW, VIC and QLD Strict prohibition. Open alcohol containers are illegal on charter vehicles without a specific state liquor licence. Drivers must uphold a “no open alcohol” policy unless licensed.
WA, SA and TAS Operator approval. Permitted only with explicit prior operator approval.
All states No glass. Glass bottles are strictly banned. Canned or plastic drinks only.

Section 5  ·  Summer Peak

Your Summer Peak Checklist

A driver welcoming passengers on board for an evening festive charter

Christmas parties, schoolies and January events are 6 to 10 weeks away, so now is the time to confirm drivers and vehicles. With more route work in Melbourne and Adelaide tightening driver supply, lock in your summer roster early.

On the road

  • Courtesy checks before boarding. Drivers are fully supported in assessing passengers before boarding and politely turning away severely intoxicated individuals who pose a safety hazard.
  • Seatbelt and safety reminders. A brief welcome announcement reminding passengers to remain seated with seatbelts fastened keeps everyone safe in night traffic.
  • Cleaning kits on board. Equipping vehicles with basic cleaning and soilage kits during December late night charters helps drivers manage minor incidents quickly.
  • Waiver coverage. On eligible charters marked as drinking approved, excess cleaning costs are covered under the CoachHire $300 waiver (T&Cs apply).

In the portal

A few minutes in the portal keeps your Approved Supplier status and puts you first in line for the summer peak.

  • Accreditation. Upload your current state operator accreditation, such as Transport for NSW, Safe Transport Victoria or TMR Queensland. If you moved from NHVAS to HVA, upload the new certificate.
  • Insurance. Upload your current public liability and motor fleet policies.
  • Vehicle classes. Map every vehicle to the right one of our 12 national classes. Executive and standard are quoted differently.
  • Accessible vehicles. Flag wheelchair accessible vehicles, so we can match them to jobs that need them.
  • Summer availability. Update your blackout dates and spare capacity for late November to January.
